Amanda Waller has often been on the wrong side of history, operating from the shadows and doing whatever it takes to protect her nation's interests. Waller's biggest success was the Suicide Squad, a secret team of incarcerated wardens who agreed to take on dangerous jobs in exchange for time off their sentences. Waller was a strong leader and always did what was necessary to get the job doneit meant extortion, coercion, or even outright murder.

However, after years of black ops, Waller turned his attention to bigger things, namely the terrifying and morally depraved Earth-3, home of the Justice League's evil counterparts, the Crime Syndicate. Waller traveled to Earth-3 with the intention of ridding the world of the Syndicate, only to take control of the team. Waller may be just a human, but he's tough and knows how to psychologically manipulate even the most powerful aliens and demons. With just time and effort, he was able to take over almost the entire superhero community and usurp their powers for himself. It is not so hard to believe Waller may be one of the greatest threats the DC Universe has ever seen.
True, the real threat as Darkseid makes Amanda Waller look like an ant. But what Waller lacks in Omega Beams, he makes up for in ruthless determination and grit. If he wants something, he won't stop until he gets it. If Waller has serious ambitions to rule the multiworld, he's not just going to go back to covert operations for the government. Waller will stick to his guns and do whatever it takes He brought his brand of justice to every other world in the DC multiverse.
