Last year was a wild year for everyone in the DC Universe, especially Green Arrow and his family. Oliver Queen went missing after the Dark Crisis in Infinite Earths and traveled throughout time and space. But when her family searched high and low for her, the Queen kept her distance, convinced that reuniting with her loved ones would lead to a devastating global catastrophe. However, Green Arrow's separation from the family turns out to be partly a mind game by Amanda Waller..
Oliver eventually returns home and soon confronts Amanda for her manipulation. Green Arrow entered the Hall of Order and confronted Waller, who revealed that he had hoped to recruit the Queen all along. Revealing that he had plans for the world's metahumans, Waller offered Green Eye a chance to work for him and promised that his family would be safe in the coming days. surprisingly Green Arrow agreed and even helped him get the Sanctuary papers for his old Justice League teammates..

After declaring his new allegiance to his family, Green Arrow went to work for Amanda Waller. Once everything was in place, Waller never went after the metahumans. Using a collection of Amazos he called Task Force VII, Waller stole the powers of most of the world's superheroes. The heroes scrambled to figure out what was going on, only for Green Arrow to let them know there's nowhere to hide on the hidden frequency and they were all followed by Waller.

While the heroes of the DC Universe are still dealing with their lack of powers, fans know that things will soon be back to normal. So it doesn't look like Green Arrow's actions will be forgiven anytime soon. While there is a good chance that Oliver is playing a double agent and doing everything he can to stop Waller, he is still actively involved in Waller's plans without telling anyone and This will hurt those closest to the Green Arrow, especially Arsenal.

Roy probably won't even want to look at Oliver for a while, so it's a good thing he has plenty of other places to go. Thankfully, the Titans are still in business (although they'll probably do some re-evaluation –Absolute Power). But as a team he helped found and one of Roy's best friends still in charge, Arsenal will surely be welcomed with open arms. With Tempest recently rejoining the crew, The Fab Five Titans are on the same team for the first time in years.
It's a stressful moment for Arsenal at the moment. The man he considered a close friend and mentor simply betrayed everything he stood for. Even if Oliver Queen's intentions are good, he will fire Roy. But until he lost his daughter to drug addiction, the Titans have always stood by Arsenal. Roy is particularly close to the Titans, where he started the team. It's good to have a supportive network of friends around when Sagittarius is dealing with Green Arrow's betrayal..
What does the future hold for Arsenal and the Titans?
Given the mystery surrounding the ending Absolute Power and the future of DC All In, it's hard to say what will happen. But Arsenal is going to need some serious help to pull off this betrayal, and no one can help him better than people like Nightwing or Donna Troy. They have seen the best and worst parts of Roy's life. As Arsenal struggles with Green Arrow's sudden development, he'll at least get his old one Teen Titans friends who are by his side to help him in his work.
