However, Oz Cobb's murder of Sofia's brother shook Gotham City's criminal hierarchy, and Oz ignored Sofia's release from Arkham. Sophia confronts Oz about his role in sending her to Arkham, and Oz confesses his guilt but states that he does not regret the consequences of his actions. Oz seems very sincere with Sofia, and Sofia is moved when she sees Oz's tears. But everything changes when Nadia Maroni arrives. As Victor Aguilar arrives to rescue them, Oz immediately gets in his car and orders Victor to leave without Sofia.. Then several shots are heard.

Killing Sofia Falcone could end up causing the Maronis more trouble than it's worth. Oz has already manipulated both families to save himself after he ruthlessly killed Alberto Falcone. If Nadia kills Sofia the way Oz killed Alberto—in an alley outside the Iceberg Hall above her—the Hawks could start a full-scale gang war that would put the entire business at risk and destroy Gotham's underworld. Nadia is wise enough to realize this. still, The chaotic circumstances surrounding Nadia's arrival mean that no one is thinking straight, and the consequences could be disastrous.


Penguin's flashbacks to Sofia's backstory suggest that she will be vindicated, if not in Gotham's eyes, at least in the audience's eyes, as her family may have concocted her Executioner persona to use Sofia as a scapegoat. But Oz's second betrayal now justifies Sofia's ruthlessness. Oz has just proven that he can't be trusted, and Sofia no longer has anyone she can reliably work with. So the only way for Sophia to survive and take control may be to double down on her executioner fame and rebuild her family's empire with whoever survives her imminent attack.
