This, of course, has been speculation ever since Platform 2 It's smart to leave this part of the franchise in question.

Time will tell Platform 2 is enough of a success to spawn another sequel, but the film clearly doesn't set the stage for a third chapter. While some may be disappointed that the second film doesn't reveal much more about the Vertical Self-Control Center, any definitive answer will only be difficult. Either it's exactly what it's theorized to be—an experience perverted by an evil government—or it's something even stranger in origin.

Not having answers is part of the hook for both Platform movies and lets people fill in the blanks themselves.
