In Star Trek: Voyager, former Maquis crew members were given temporary rank based on previous experience It operates in a command structure similar to Starfleet. Most of the USS Voyager's Maquis crew members were either former Starfleet officers, such as Commander Chakotay (Robert Beltran), or graduates of the Starfleet Academy, such as Lieutenant B'Elanna Torres (Roxann Dawson). After returning home, Voyager's Maquis crew members who joined Starfleet were pardoned and retained their field ranks from service on Voyager. Not so with Seven of Nine, who was assimilated by the Borg at the age of six and had no temporary rank or formal Starfleet experience.

in the epilogue of Star Trek: Picard season 3, episode 10, “The Last Generation”, Seven of Nine is the captain of the USS Enterprise-G, although Seven of Nine never attended Starfleet Academy. It's not for lack of trying Seven of the nine tried to appeal to Starfleet after Voyager's return to the Alpha Quadrant in 2378.but was rejected for the same reason that Seven did not have a temporary rank on Voyager: Seven was a former Borg drone. Admiral Kathryn Janeway (Kate Mulgrew) tried to convince Starfleet that Seven of Nine was reformed, but Janeway's approval was not enough to convince Starfleet Academy, so Seven of Nine joined the Fenris Rangers instead.

In the case of Seven, this is determined by Admiral Jean-Luc Picard Seven of Nine's 20 years as a Fenris Ranger and 4 years serving on Voyager equate to the rank of Commander.which is probably the rank Seven might have had if Starfleet had allowed Seven of Nine to join in the first place. By the time Picard field-ranked Seven in 2401, more ex-Borg had de-assimilated, so Starfleet recognizes that they were biased in initially rejecting Seven of Nine.
